HHSRS requirement for heating from gas fires

Well I'm just wondering if thats their default position and arent challenged on it. If the gas fires do warm the rooms, and are at least as cheap as storage heaters to run, then I cant see

what possible grounds they have. Can they just order central heating systems like that?

OP does not say why Council are actually involved here - is it an HMO being licenced - maybe tenant is LHA claimant?

Perhaps it would be better to tell people what ype of accommodation it is? If it is bedsit then you will require a lot of gas fires with suitable safety devices and detection, so individual rooms it could be that expensive ifwork to the flue ways is required, new gas pipework, but expensive every year to you to have gas checks carried out before you even get into gas usage. Hence most people put in full cetral heating from a localised boiler.

If it is self contained flats, one gas fire will not suffice, you will have a lounge,  bedroom, bathroom and possibly other liveagle rooms to heat. If the building is old then poosibly you will require the walls insulated to reduce the heat escaping through walls. Whereas gas central heating and radiators is more efficient to run, due to the tariff I suspect wall insulation would not be required but loft insulation where required.

So depends on the accommodation really, what type is it?

Easier to work with your council before they go to enforcement notices, although you do have a right to appeal against any work if needed to the courts  I believe.

Gas central heating all day long. One boiler in each flat, radiators, take the gas fires out and be done with it.

Gas fires in rented accommodation you must be crazy. This is 2019 not 1930's . The biggest problem is fire as tenants will leave them on untended , dry and warm clothes in front of them , make toast and mush worst fall asleep in front of them and get burnt. Even if you have gas safety certs open gas fires are a hazard.
