    HMO fire escape to the garden

    No, on every side there is another property's garden.

    Can you agree an escape with the neighbours through their garden?

    I would get a fire assesment officer to do a report on the property.  They may be satisfied with the arrangements or offer solutions. I doubt a council officer would argue with a report.

    I know you say you are surrounded by neighbours but no one would be standing there preventing someone escaping a fire through their garden. I would certainly make arrangements for them to climb over from your side. I would also talk to neighbours to offer to create an  escape route which could work both ways. They would end up with an escape route into your garden for free. You could even go further and sort it for several gardens. Just say in the light of the horrendous Grenfell fire we all have to pull together to secure safe escape routes for us all. I know I'd let you pay to do it.
