    As I posted earlier a landlord licensing/registration helps (a bit, only a bit) weed out the rogues: Which weeding out is in the interests of all decent landlords.

    Trouble is the licensing requirements are not stringent enough.

    I could devise far more effective licensing to suss Rogue LL out.

    I could catchout all those LL
