Ok, that's interesting. I do everything via email so I have a proof of it being sent.
Seems like the Single Person Discount system is being abused then if what you say is correct? Must admit I didn't know the problem could be so bad. It would mean a lot of people weren't on the Electoral Register then as you'd have thought that having 2+ names would make it obvious that SPD wasn't appropriate for the property.
Maybe there should be a lot more checking up going on by the council as this is where a lot of money could be clawed back.

None of my former tenants have given me forwarding addresses
There tends to be three sharers and 1 registered for council tax and states they are on their own.
Councils never check..
The SPD system is massively open to abuse
It must cause significant loss to the council
Very few properties round me only have one occupant apart from me!!.
It saves at least £335 per year and as CT increases the SPD saving increases.
Councils somehow need to police this situation better than they currently do

If it did it would catch many out.
One thing I've noticed is that the tenants all sign up to the local doctors

These tenants never register on the ER
Though at last the CT and ER Dept's talk to each other now.
This never used to be the case.
But there is massive abuse of the SPD facility. I can see councils getting fed up with the evasion and abolishing SPD

It is activities like you mention that will get rid of the SPD for legitimate single people. Must admit it's a strategy I didn't think was even an option as I always assumed the council would check up on it. Simple check-list of who's claiming SPD, cross-check it with as Paul said the NHS address and job done. £Thousands could be achieved by the council every day. If someone's done it once chances are they've done it for X years in the past. That could negate the council tax charged on HMO rooms in one go. Isn't it the LL's job to inform the CT Dept. about changes of tenants and who's in the property? I always let them know and when they send an envelope for an old tenant it gets returned to them with a 'Moved out June 2014' type of note written on it.
I would also be thinking if they are prepared to lie to the council to save on the council tax there is the possibility that they would not pay the rent at some stage.
That has not been my experience
They pay the rent with no problems.
Data sharing is plainly inadequate
Why can't councils use RIPA powers!
They do it to identity people gaming the school catchment process.
Why not CT evasion!?
No exemption in Tameside for years.
But it could be worse
