    Who is a landlord?

    I guess as far as licensing is concerned I was only considering conventional AST letting.

    I appreciate there is much scope for all sorts of illegal lettings not based on an AST.

    But just to start somewhere!

    I'm sure if CTL confirmation was required as part of a LL licence that would catch a lot of illegal A LL out.

    Also CTL for HB tenants.

    It would be very easy for a council to check whether there were any HB tenants at a property and whether the LL has permission from a lender to let to HB tenants

    If so a licence would be denied forcing the LL to evict the HB tenants to replace them with lender compliant tenants

    This alone would cause mass homelessness and LL bankruptcies.

    To say nothing of the effects to a lender's loan book.

    To have just legal LL in the UK would cause a property crash and a recession.

    There simply aren't enough legal tenants out there.

    Personally I believe this lender no HB condition should be banned.

    But we are where we are currently
