7 Bed HMO on 3 Floors - Sound Proofing

I’m looking to quote for a 7 bed HMO on 3 levels. I’m wary of the planning application process and have been told that onerous acoustic regulations will have to be observed. Is this the case?

I’ve had the idea of just doing a 6 bed and 1 ground floor flat. Does this get around the planing application process and acoustic regs?

    Thanks in advance

I have developed a 6 bed HMO recently and yes, complying with the acoustic regulations was a pain (this was 6 bedrooms over ground and first floor, insulation inside stud walls and under the floor upstairs).
