    Class M Permitted Development Issue

    Am I getting the run around or is this a real issue?

    I am attempting to convert a small vacant retail storage unit into a residential extension of a maisonette that I am moving into. At the very least I want to change the access to the maisonette from the current external 1st floor to internal ground floor.

    I contacted a local contractor that specialises in conversions. They have told me to speak to an architect and recommended a local expert. I have met with him today and he has informed that I must:

    • Get an HMO licence and comply with all the H&S regs - I know this is incorrect as a lodger landlord
    • Obtain planning permission as permitted development doesn't apply in Wales - I can't find any reference that I can't use Class M permitted development in Wales - is this correct?
    • I will have to install a sprinkler system throughout the whole building if I change the structure - this sounds plausible but I can't find any reference to it.

    When I challenged the architect on these statements he told me that he wouldn't proceed until a building inspector has checked the building. There is nothing wrong with the building at the moment, as far as he was prepared to inform me. Does changing the access really create this much work or is it only the change of use that is an issue?
