    Effectiveness of selective licensing

Today the Ministry have issued an update on their recently published review on the effectiveness of selective licensing .
No notes appear to accompany the release explaining what has changed.
Has anyone established the amendments at this time ?

If I am not mistaken that was the findings of the first review.
Does the revised version stress that point?

An authority who I am in correspondence with says there is no evidence of current licencing schemes increasing the rent yet more authorities than not agreed that it has.
Another authority admits that its schemes may well increase homelessness.
The report appears to indicate that most schemes are not self funding but consultees are never told that they the tax payer will subside these schemes.
