    Fire alarm and emergency lighting testing in Licensed HMOs

    Can anyone advise what the legal position is or what is a sensible testing procedure for fire safety in Licenced HMOs:

    Fire alarm: weekly or monthly testing? Emergency lighting: weekly or monthly testing?

    Also for non-licenced HMOs (with interlinked smoke alarms) is there a guiding principle?

    Alarms 'should' be tested weekly, you need a list on the wall stating the date and time each time you test it. However most just fake this. Im not saying you should....but a lot do. Emergency lighting I get tested every 6 months but not sure of the legal requirements.

    As for the fire alarm, I think you should refer to (or obtain, if you haven't got one!) a Fire Risk Assessment.  I am pretty sure Ignatius is right in saying weekly.

    This will set out your testing and servicing requirements, and you can pick the brains of the person who undertakes/undertook the assessment.

    I suspect that the emergency lighting gets picked up in the same survey, but others might be able to comment more fully.  I suspect that this falls in with servicing of the alarm, which I believe is normally a comprehensive annual service, but checked by a competent person every 6 months (ie a sort of minor service).

    As an ex fire alarm engineer I can say it all depends on your property risk assessment. We used to stick to two different routine as follows:-

     

    Routine 1

    Weekly basic test of fire alarm

    Month basic test of Emergency lighting

    1 Periodic test a year testing a device on each zone of panels and full test of Emergency lighting (on the six month bounce to the full test)

    1 Full test each year of all the fire alarm devices and the emergency lights

     

    Routine 2

    3 Periodic test a year testing a device on each zone of panels and full test of Emergency lighting (3 quarters to the bounce to the full test)

    1 Full test each year of all the fire alarm devices and the emergency lights

     

    These are the testing recommendations from the electrical safety council’s recommendations.
