    I think the story is a little misleading.

    "A new housing development that will offer plush second homes to holiday makers" means a housing development that does not have full-year round residency rights.

    Many properties in Cornwall are classed as holiday homes and can only be lived in for 11 months of the year, not having full residency rights.

    So local homeowners would not have been able to live in these properties anyway.

    I guess from a planning perspective, it means that the land might be freed up for full residency properties?

    I read it as any new homes were for main residence only so no new property could be purchased as a holiday home or for holiday lets.
